The USS Colorado is declared an enemy of the United States and on the run when they ask for confirmation of an order to fire nuclear weapons on Pakistan that comes from an unusual channel. They take refuge on the island Sainte Marina to regroup. Stern and Lawrence disagree with their commanding officer's actions.

They engineer a sudden blackout in the island's NATO station by shutting down the generator. They contact naval command to report their action and position.
