Kylie is a lobbyist for her family's weapons manufacturing company.
In Washington, technology entrepreneur Kylie Sinclair seduces a senatorial aide while reciting the specifications of her magnetic signature masking prototype aboard the USS Colorado. She gets a text message reading "472 Chaplin" and leaves hurriedly.
Kylie goes to confront Admiral Arthur Shepard about the attack on the Colorado, which the news is attributing to Pakistan. She tells him that her prototype would have masked the boat from Pakistani fire and that the text message she got prior to the incident means that the navy was processing an order to relieve Chaplin of his command. She accuses him of ordering the attack and then realizes that he knew nothing about it.
Soon afterwards the US launches nuclear strikes against Pakistan and launches bombers to destory the Colorado. Chaplin fires a nuclear warhead at the US when the bombers will not turn back. The bombers then turn back and Chaplin's missile detonates in the Atlantic Ocean 200 miles east of Washington. Chaplin releases a video message declaring the island of Sainte Marina his territory and threatening to attack anyone who violates a 200 mile perimeter around it.

Kylie Sinclair attempts to investigate the lead-up to Chaplin defecting from the navy through a contact in naval intelligence, Linus Terman. She asks him to investigate the orders issued relating to Chaplin. Linus is soon put into a vegetative state, ostensibly by a food allergy but likely due to poisoning. Kylie receives a final message from him - a note with the relevant order number.
